How Lokayukta’s warnings were ignored to break rules

As early as in 2006, Lokayukta had warned against it, but the city corporation went ahead.

The alleged land scam involving IT & BT minister Katta Subramanya Naidu seems to be getting murkier than it appears with a finger of suspicion also pointing to the city corporation for allowing the legal violations despite two warnings from the Lokayukta since 2006.

DNA has RTI documents in its possession which reveal that the Lokayukta’s vigilance cell had clearly and sternly intimated the then Bangalore Mahanagara Palike (BMP) (before the formation of Greater Bangalore) on October 26, 2006, about the alleged land scam involving Naidu and his family pertaining to two properties (survey numbers 7/2 and 7/3) on first main road of Byatarayanapura off Mysore Road.
In fact, that was not the only warning. The Lokayukta cell again alerted the BBMP’s (Greater Bangalore) commissioner on February 14, 2008.

But no efforts were made by the civic body to prevent the formation of a layout in gross violation of provisions of the Bangalore Development Authority (BDA) Act of 1976.

The act states: “No person shall form or attempt to form any extension or layout for the purpose of constructing buildings thereto without the express sanction in writing of the authority and except in accordance with such conditions as the authority may specify. Where any such layout lies within the local limits of the city corporation, the authority shall not sanction the formation of such extension or layout without the concurrence of the city corporation.”

Lokayukta, in its first letter to BMP had stated that it had come to its notice that an illegal layout was formed on seven-and-a-half acres of industrial land which originally belonged to Mysore Machinery Manufacturers Limited (MMML). And that it was done without seeking any approval from either BDA or the BMP.
