A report on liberalised regularisation regime under the revised Akrama Sakrama scheme was presented to chief minister BS Yeddyurappa by transport minister R Ashok, who headed a cabinet sub-committee on the issue, at a special meeting here on Sunday.

The much debated scheme could turn out to be a vote-gathering platform for the Bharatiya Janata Party (BJP) government if implemented properly, what with elections to the 198 wards of the Bruhat Bangalore Mahanagara Palike likely to be held soon.

The chief minister chaired the meeting attended by several ministers and officials, besides a surprise invitee — party national general secretary Anant Kumar.
Yeddyurappa later told newsmen that the meeting discussed the rehabilitation of the flood-hit people of northern Karnataka, besides the sub-committee report on the Sakrama scheme.

The chief minister said a special meeting will be held to discuss the Sakrama report and a decision will be taken in the cabinet to implement it immediately.

Ashok told newsmen that the committee had recommended different penalty rates for different sizes of sites ranging from Rs30,000 to Rs1,80,000.

He said the BBMP will be able to generate Rs5,000 crore as revenue from theregularisation. However, at no cost would the encroached government, BBMP or erstwhile CMC properties be regularised under the new proposal. In fact, all these encroachments would be cleared and the BBMP would take possession of these lands soon, Ashok said.

It may be noted that pressure has been mounting on the government to conduct the BBMP elections. The government is likely to conduct the elections in January next.
On the flood relief work, the chief minister said of the Rs1,400 crore allocated, Rs1,000 crore had already been released. He said 80% of the work had been taken up for implementation. In another month’s time, work on three lakh houses, each costing about Rs1 lakh, would be completed in majority of the flood-hit districts.

He said new lands have been identified for relocating 310 of the 365 villages which have to be shifted in the wake of the recent floods. Directions have been issued to complete the land acquirement in the remaining villages also, the chief minister added.
