Government employees hit Vidhana Soudha with transfer pleas in Karnataka

The Karnataka state government has postponed the May 31 deadline for general transfer of its staff to June 30.

It is that time of the year when the corridors of Vidhana Soudha is fully crowded. Not with people seeking redressal of their grievances, but employees from various departments with petition for transfers providing a chance to many political agents and babus to make a quick buck.

The state government has postponed the May 31 deadline for general transfer of its staff to June 30. Because of the legislative session, chief minister BS Yeddyurappa had put on hold the transfer till June 15 and the relocations continued after the session. Official notification was also issued in this regard.

The transfer process gained kicked off again from Thursday and Vidhana Soudha is full of political representatives, babus and middlemen.

A common sight outside the chambers of many ministers in Vidhana Soudha is people standing with transfer petitions. MLAs, cutting across party lines, move around various departments with bunch of request for transfer.

There was a huge rush in front of the department offices of public works, rural development and panchayat raj and social welfare.

Using this as an opportunity, politicians, especially some of the ruling party MLAs, make hay as the sun shines.  Ministers use their discretionary powers and transfer employees at their behest.

“I came all the way from Gulbarga. I was working in the rural development department in Gadag and my parents are in Gulbarga. I need transfer’ that’s why I came here to meet the minister and request transfer,” said Basaiah, who was waiting to meet minister Shettar.

According to DPAR officials, though the department of personnel and administrative reforms set guidelines that transfers should not exceed percentage set, but in many departments like public works, irrigation, energy, RDPR, social welfare the limit may cross.

But this general transfers will not include police and teachers. Police transfers will be conducted on the basis of police establishment board and teachers through counselling. The transfers for other government employees of A, B, C and D division will be conducted according to the set guidelines.

Meanwhile, L Byrappa, president of the Karnataka State Government Employee’s Association, strongly opposed the extension of deadline for general transfers and demanded the state government stop the transfer of government servants immediately as the reopening of schools and colleges will cause huge inconvenience to government servants.

Byrappa welcomed the constitution of a committee to look into the pay revision of government employees.
