‘CAG to audit funds released under MGNREGS’

The Centre will bring revolutionary changes in managing rural development, starting with the CAG audit of all the funds released to all the gram panchayats under the MGNREGS, Union minister for rural development, Jairam Ramesh, said.

Interacting with presspersons on the sidelines of the 30th anniversary of Sri Kshetra Dharmasthala Rural Development Project on Friday, Ramesh said all gram panchayats would have to compulsorily take up certification of funds released from the government by a chartered accountant and submit the report to the government every year.

“Presently, the accounts of the gram panchayat are taken to the block-level officials where many things go wrong,” he said.
The CAG will conduct audit of all MGNREGS projects taken up in every gram panchayat. “This step was taken to stop all leakages and also improve the efficacy of the projects. Initially, the GPs will be randomly selected but soon all the GPs will be included in this scheme,” he said, adding that this development will come into force from April 2013.

“I do not see MGNREGS as a permanent solution for rural employment. It was a transition scheme. When every Dalit, rural person, underemployed farmer and agricultural worker will be employed lucratively on a permanent basis, and when we can stop distress migration from rural to urban areas, that would be the ideal situation for rural development,” Ramesh said.

On environment
Though objecting to the questions on his former portfolio—forests and environment—he said Kudremukh National Park should be declared as a tiger reserve immediately. He clarified that the government did not have any plans to create a corridor between Bhadra and Kudremukh National Park.
