BSY wins another bout with governor HR Bhardwaj

The Centre rejects governor's report but issues an advisory for BS Yeddyurappa’s government.

Chief minister BS Yeddyurappa survived another attempt to dislodge his government when the Union government on Sunday night rejected Karnataka governor HR Bhardwaj’s recommendation for imposing president’s rule in the state.

The decision came within minutes after prime minister Manmohan Singh hosted a dinner to his UPA partners to celebrate the second anniversary of the UPA government. The cabinet committee on political affairs chaired by Singh, which met after the dinner, decided to abide by the note sent by the Union home ministry which had disapproved of the governor’s report.
However, the Union government’s decision comes with a rider as the Centre has decided to issue an advisory for the Yeddyurappa government in the light of recent Supreme Court verdict which had come down heavily against the conduct of the chief minister and speaker KG Bopaiah during the trial of strength in the state assembly in October 2010.

Though the content of the advisory was not made public on Sunday night, sources in the Union government said that it conveys strong disapproval of the Centre about the political bias allegedly shown by the speaker to bail out the BJP government. The advisory, it is learnt, has expressed Union government’s displeasure at misuse of speaker’s office to subvert the sanctity of trial of strength and undermining the democratic institutions in the state.

The UPA government’s decision is being seen as yet another humiliation for governor HR Bhardwaj since it is the second time his recommendation for imposing president’s rule has been rejected. It may be recalled that he had recommended president’s rule immediately after the Yeddyurappa government won the vote of confidence in October 2010 after the speaker disqualified 11 BJP rebels and 5 independents.
The BJP top brass is expected to ease out speaker KG Bopaiah in deference to the advisory of the Union government. However the criticism on the style of functioning of the chief minister will go without any action.

Governor Bhardwaj is expected to give his consent on Monday for convening state legislature session from June 2. The advisory from the Centre is being seen as a face saving exercise for the governor as the Centre anticipates Bhardwaj quitting the gubernatorial post as he has suffered a big loss of face in his running battle with the chief minister.
 

The BJP leaders and workers celebrated the UPA government’s decision as a Day of Victory by bursting crackers and distributing sweets on Sunday night.  The BJP leaders have demanded the resignation of HR Bhardwaj as they termed the UPA government’s decision as a slap on the face of governor.
