BEML’s ‘hunt for head’ continues

Though the scam-tainted defence PSU, Bharat Earth Movers Ltd (BEML) became headless on Monday after the suspension of its chief VRS Natarajan, the hunt for an eligible person who can fill Natarajan’s shoes was launched months ago.

The Public Enterprise Selection Board (PESB), responsible for the selection and placement of personnel in the posts of chairman and managing director in Public Sector Enterprises, a few months ago had sought applications from qualified candidates for the post of BEML chairman and managing director.

The Board had received applications and had interviewed six candidates -ARK Reddy, executive director, BEML; Umesh Chandra, executive director, BEML; P Swaminathan, executive director,  BEML; SK Tripathi, chairman and managing director, Metal Scrap Trade Corporation; K Harikumar, chairman and managing director, Hindustan Insecticides Limited; and MB Bhaskarachar, deputy chairman, Kandla Port Trust for the post on March 7. However, the board decided to invite more applications asked prospective candidates to send their profiles by April 18.
Further, it did not give a reason as to why none of the above candidates were selected or why it decided to invite more applications.

The board has not conducted interviews thereafter and has asked candidates to furnish their latest vigilance profiles, penalty imposed, if any during the last 10 years, details of disciplinary action initiated/being initiated if any, etc. when the selection meeting is scheduled. “Persons preferably with technical/MBA qualifications and having experience in management and familiarity with finance, marketing/production will have added advantage. Knowledge of defence equipment, heavy earth moving equipment is desirable. Central public sector executives, state public sector executives and private sector executives are eligible to apply,” states the eligibility criteria.

The application further states that provided officers of the level of additional secretary in Government of India or on equivalent scale of pay or Lieutenant General in the Army or equivalent rank in Navy/Air Force, on the date of vacancy with adequate experience in the relevant field will be eligible for consideration on immediate absorption basis.

The appointment shall be for five years or up to the date of superannuation whichever is earlier. The age of superannuation is 60 years.

Natarajan, suspended by the ministry of defence on Monday following a recommendation by the CBI that he should be kept away from the post to ensure fair investigation in the Tatra truck case, is the longest serving chief of BEML.
