Social activist SR Hiremath alleged that former speaker and Srinivaspur MLA KR Ramesh Kumar is trying to misguide the legislative assembly and people by resorting to emotional blackmailing.
Releasing additional documents to buttress his argument that Kumar encroached 60 acres of land, Hiremath said the former speaker’s claim of “no encroachment” is false.
“He said he has got a clean chit in the joint survey conducted by Kolar DC and DCF on the high court’s direction. However, principal secretary of forest, ecology and environment (FEE) department, N Sivasailam, has said in a letter written to Basavaraju, principal secretary of revenue department, on October 31, 2013, that the joint survey conducted by DC, DCF and DDLR on October 03, 2013 is inadequate and inconclusive,” Hiremath explained.
He pointed out Sivasailam’s observations, which say that the DC and the DDLR did not consider the notification of Janikalgunte SF (1937) and forest survey map of Janikalgunte SF (1945).
“Sivasailam’s observation holds DC responsible for inconclusive survey. Though DC is the custodian of all papers and records relating to the inquiry of the forest settlement officer, he said in his report that the DCF did not provide records at the time of survey,” Hiremath said.
In the letter, released by Hiremath, Sivasailam has requested the principal secretary of revenue department to direct the Kolar DC to take up survey at the earliest. He has also requested the revenue department take assistance from the commissioner of survey settlement and land records in technical works of the survey.
Hiremath also highlighted a statement of Ramesh Kumar, who admitted to buying 45 acres of land and that he is the seventh or eighth buyer of the site in question. “If he has bought 45 acres, how could it become more than 60 acres!” he questioned.
