Government should punish police for not recording complaints: AAP

The Aam Aadmi Party, Karnataka unit, demanded the government initiate disciplinary proceedings against all police personnel who fail to record complaints of sexual offences against children.

Speaking with media persons, Ravikrishna Reddy of Aam Aadmi Party wanted all perpetrators of the crime against the six-year-old girl have to be booked within the next three days under Protection of Children from Sexual Offences (POCSO) Act 2012. "The procedures under the POCSO Act must be followed in letter and spirit. Investigation must be fast tracked to ensure completion of trial proceedings within stipulated time of two months as mandated by the new amendments to CrPC and POCSO,'' Reddy said.

He wanted the government to set up dedicated special courts in every district with the mandated child friendly atmosphere and procedures to try offences under the POCSO Act. "Courts mandated to be set up under the Commissions of Protection of Child Rights Act could also serve this purpose if already set up,'' he said.

He also demanded the government to appoint special public prosecutors in all special courts who have been specially trained and are sensitive to handling crimes against children. "Dedicated special juvenile aid police units must be made fully functional in every district and child welfare officers must be appointed in all police stations, by only those who have been trained and sensitized to handle cases of crimes against children. As mandated by the POCSO Act, a woman sub-inspector must be appointed in every police station to record the statement of child victims,'' he said.

He opined the Karnataka State Commissioner for Protection of Child Rights as the designated monitoring body in the state appears toothless with only the chairperson holding a full-time position and only a bare minimal administrative support has been provided to him. "The Commission must be strengthened to enable it to do justice to its responsibility under the POCSO Act, CPCR Act and RTE Act and be held accountable to the people of the state,'' he said.
