DC fakes it, lands in Lokayukta net

The Lokayukta police on Wednesday arrested deputy commissioner of Bangalore rural district Aiyappa MK and four other government officers on charges of fabricating fake revenue documents to transfer 32 acres of government land to a private person.

The officials were produced before Lokayukta special court and they were handed over to police custody for 24 hours. They were the prime accused in the case in which 15 persons are accused. P Anil Kumar, a resident of Hessaraghatta Hobli of Bangalore North Taluk and others had filed private complaint before Bangalore Urban Lokayukta special court against Aiyappa and others accusing them of illegal transferring khata of government land in Yelahanka.

On a court order, Lokayukta police booked cases against the accused which three other officers district administration — K Gopalaswamy, special tahsildar, Bengaluru north additional taluk Yelahanka, N Balakrishnamurthy, revenue inspector, Arakere circle, Hessaraghatta Hobli and KV Ravikumar, sub-registrar, Hessaraghatta, under various provisions of Prevention of Corruption Act and Indian Penal Code.

During the course of investigation, it was found that the accused had fabricated, created fake revenue documents and misused the power to transfer khata and subsequent sale of the said land to the other five co-accused for a sum of Rs7 crore.

During the course of investigation, police found out the accused had 'forced' an 80-year-old Dalit, Narasimaiah, to put signature on records as the seller, offering him Rs 1 lakh.

 “Narasimhaiah was clueless about the deal. He was offered one lakh rupees and asked to sign on records at the registration office. Narasimhaiah shared the money with others.

Later, it was shown that land has been transferred to another person. Narasimhaiah has already given his statement before us,” said Lokayukta ADGP HN Sathyanarayana Rao.
The market, spanning 32 acres in Yelahanka, is worth Rs60 crore. The accused, however, reduced the value to just Rs7 crore while registering the property.

“Aiyappa, then deputy commissioner of Bangalore Urban, issued various orders on the land in a span of four months, and at the end the granted permission for khata transfer,” Rao said.

Lokayukta police claimed that when they issued a notice to Aiyappa asking him to appear before them for the inquiry, he told them he was too busy with office work and asked them to wait till year-end.

“We had issued a notice to him after the court directed us to probe the matter, but he gave a bizarre reply, stating that he is busy with office work. He is the first government servant to seek such a long to time to appear before us. On Wednesday, he was arrested and produced before the court. The court sanctioned one-day police custody and questioning continued thereafter,” said the official.

Later in the evening, Lokayukta police raided his house in the city.
