BBMP scam could run into hundreds of crores

The preliminary inquiry by CID into the BBMP fake bills scam has revealed misappropriation of over Rs11.18 crores in 96 works, and with more than 5,000 works still be to be probed, investigators expect the total amount defalcated to be in many hundreds of crores.

The CID special team, comprising two DySPs, seven inspectors and other staff, is examining works executed between 2008 and 2012 in Gandhinagar, Malleswaram and Rajarajeshwari Nagar divisions.
The probe started in early 2012 and the investigators have gone through files pertaining to 96 works, that revealed  misappropriation to the tune of Rs11,18,83,691 in works costing Rs43.18 crores. In other words, the misappropriation, on an average, works out to 26 percent of the cost of the work.

“The total amount of misappropriation could be very big as investigation into more than 5,000 works is under progress,” a senior officer told dna. The CID has also filed 43 charge-sheets against the accused including 33 engineers and 31 contractors in connection with 67 works, and the cases are under trial, while sanction for prosecution has been sought in 16 works. In one case, the CID has obtained prosecution sanction and a draft charge-sheet is ready, the officer said.

“Final investigation reports seeking permission to file charge-sheets in connection with 12 works have been submitted to higher officers. Investigations into 129 works are in the final stage and we are awaiting for some documents related to these works. And, we have recently taken up the investigation into 60 other works,” the officer added.

Further, he said five engineers and two contractors were arrested, but were released by courts on bail. As many as 54 engineers, 103 contractors and seven others had obtained anticipatory bails fearing arrest.
The CID is also facing several hurdles in the investigation like shortage of technical staff and failure to provide documents by some BBMP officials in investigating the case.

“We had requested to depute 13 engineers to assist in the investigation, but only six were provided,” an officer said.
