Bangalore University bifurcation plan gathering dust

The BJP government’s proposal to bifurcate Bangalore University appears to be set for a quiet burial in the Raj Bhavan. The state government had passed a bill for creating a new university out of BU in the state assembly session held in February 2013. But now it looks like a futile exercise as governor HR Bhardwaj has not given his assent to the New University Bill passed by the legislature.

According to the information available from state higher education department, the file relating to the establishment of the new university was sent to the governor on February 22, 2013. But till date, the governor has not given his assent to it. As per norms, the governor should give his assent to a bills sent by the government within three months.

“It is not mandatory that governor should assent to all the bills sent. If he is convinced with the policy, then he will sign it within three months, if not, sometimes he will send it back for corrections or he can send it to president,” said a senior official of the department.

However, the bill has still a month’s time to get the governor’s approval.  “Hope the governor will give his nod to the bill because we have one more month. If the file is not signed and returned with queries, then the same needs to be placed before the next assembly and council session,” the official added. With the term of the BJP government coming to an end and the party coming back to power seeming unlikely, the fate of the bill would be in the hands of the new government formed after the assembly polls.

“The new government may accept the bill and place it again in the session or it can withdraw it. It depends on the new government and its representatives,” the official mentioned.

Meanwhile, the BU is sending Local Inquiry Committees (LIC) even for the colleges which were allocated to the new university.

As per the bill, around 360 colleges were supposed to be handed over to the new university. But following no action from the Raj Bhavan, the BU has decided to send the LIC for all the colleges for renewal of affiliation and for sanction of new courses.
