Bangalore: Is it the 13 MLCs’ last session?

While Wednesday marks the conclusion of the state budget session, it could also be the last assembly session for former chief minister DV Sadananda Gowda, JD(S) floor leader MC Nanaiah and 11 other legislative council members.

The tenure of 13 MLCs will lapse in June, even as the monsoon session of the government is expected to commence in June–July. The MLCs will be able to participate in the monsoon session only if they are reelected in a separate election that is slated to be held in April-May.

The 13 members will be retiring in two batches. While four of them, who are nominated from various fields,  will step down on June 20, the rest, including members of the legislative assembly, graduate’s constituency and teacher’s constituency will resign on June 30.

“I am 86 now, and I have been with public for the past 69 years. I have seen both the Parliament and the assembly sessions. I am greatly concerned about the quality of debates and discussions in both these houses. This is my last session. I have used the opportunity in the budget session to share my opinion and feelings with the younger members. However, if our party reelects me, I will come back,” said the MV Rajashekaran.

“In 1996, for the first time I was elected to the council from graduate’s constituency. Then again in 2008 I got elected. I was given the responsibility of being the ‘chief whip’ for the then ruling BJP government. Now I am made to continue as the opposition party’s ‘chief whip’. I have gained a lot of experience through my responsibilities. I hope to come back to assembly in the next graduate’s constituency election. I don’t think that it is my last session,” said Shivayogiswami.  

‘Half day special session’
Meanwhile, chairman of the legislative council DH Shankaramurthy said: “The tenure of 13 members of the upper house will end in the month of June. I want to give an opportunity to each one of the retiring MLCs an opportunity to share their experience in the ongoing session. But, owing to the shortage of time, it might not be possible. However, chief minister Siddaramaiah has informed me that the next monsoon session would be held in the first week of June. If it happens, then we will have more time. Otherwise, we are thinking of calling a ‘half day special session’ exclusively for them.”
