Plummeting of morale of an overworked police force may be the reason for this ‘fragging’ — killing of a superior officer — the first such incident in the city police force.

But earlier, lower rank police officials had fought with their seniors in the state for not granting them leave or for making them work day in and day out.

Two decades ago, a police constable killed a sub-inspector in Chitradurga district. In Mysore, a constable killed his senior officer for punishing him.

 In 1996, a police constable allegedly committed suicide after leaving a death note blaming a police inspector for not granting him leave.

However, these are rare cases.
Normally, an overworked or disgruntled police constable seeks a transfer from the police station if the senior officer is not in good terms with him.

Commenting on Sunday’s shooting, BB Ashok Kumar, retired ACP, said: “I condemn the killing of the PSI by the constable. From media reports, I came to know that PC Anand had asked for leave which is the right of every policemen. The PSI should have been granted leave for at least three days, if not for a week. Then, this incident might not have happened.”

A retired DG and IGP, requesting anonymity, said IPS officers always get some leisure. They can take leave easily, it is often denied to  junior officers.

“They (junior officers) too are human beings. The entire system has to change.

If not, such incident will be repeated,” he said.
 Ashok Kumar pointed at ego problems between constables and PSIs.

 “When we joined the service, even those who failed in SSLC exam were taken for civil policing. But now constables are graduates and even postgraduates. When their officer is enjoying leave and the same is denied to them, they will be unhappy and such fights take place. There is nothing wrong in granting PCs leave unless they are put on special duty,” he said.

New recruits of PSI rank want to make a good name for themselves in a short period. To achieve this, they make their men work hard day and night and this leads to disputes. The staff working in a police station should be like a family. Then only, things will work smoothly, he said.

An inspector, who used to be attached with Frazer Town police station until a few years ago, said a constable was almost beaten up by a PSI there.

“We intervened and sorted out the issues between them,” he said.
 Ashok Kumar said a constable would get frustrated when he was not able to meet his family.

“Leave should be rejected only when the PC is frequently taking leave,” he said.

Reacting to Sunday’s incident, DG and IGP Lalrokhuma Pachau said: “We will look into the conditions of all police stations and do the needful at the earliest.”
