All you need to know about Bangalore land denotification case

Three days the State legislative assembly has been in uproar over the de-notification of lands near Arkavathy Layout issue. The opposition party, BJP has been in continuous protest against Siddaramaiah government and demanding for a CBI inquiry on government's decision of re-modification and de-notifying 541 acres of Bangalore Development Authority (BDA)'s land in Arkavathy Layout.

What is the issue?

In 2003, the government had planned to form a layout with 22,000 sites through the BDA in 'Arkavathy' village near Yelahanka. The preliminary land acquisition notification was issued in September 2003, and covered 3,839 acres of land in 16 villages.

But, the land owners had approached the court, alleging the violation of guidelines in land acquisition. Following a court's order, 1,089 acres of land were excluded from the layout plan. As a result, the final notification in 2003 covered only 2,750 acres and planned 11,000 sites.

Meanwhile, in 2007, the BJP government had de-notified 198 acres from the acquired land. Now the BJP is alleging that, Siddaramaiah government has revised the layout plan with 11,000 sites. In that order the BDA had excluded 983 acres from the layout. However, now the Arkavathy layout is covering just 1,766 acres. The BJP has alleged that, under the name of re-modification, Siddaramaiah himself had signed for the de-notification of 541 acres in June this year.

On Monday, when the session started, the BJP leaders alleged that the chief minister himself has violated the High Court's guidelines and illegally de-notified 541 acres of BDA acquired land in Arkavathy layout. Meanwhile even the JD(S) MLAs supported BJP and were seen shouting slogans against the government.

Both the BJP and JD(S) staged a dharna. Meanwhile, Siddaramaiah intervened and denied the opposition's allegation over Arkavathy de-notification issue and tried to defend the government.
Siddaramaiah said that the government has not de-notified even a single acre of land in Arkavathy layout. Even though the government is ready for judicial inquiry about the opposition's allegation, the opposition leaders did not agree and are keen on conducting CBI inquiry.

What the opposition leaders say?

Meanwhile, the opposition leader, Jagadish Shettar addressed the media. He said: "The chief minister has violated the High Court's guidelines and is directly involved in the de-notification of 841 acres of land in Arkavathy layout. Earlier, Siddaramaiah has denied about his involvement in the alleged scam but we got the documents about the den-notification and in that he himself had signed. However, he should resign from the chief minister post. It seems like a mega scam of the Congress government and there should be a CBI probe."

However, the chief minister has ordered a judicial inquiry over this issue. On Monday afternoon, the CM told media that the government has ordered judicial inquiry to probe the said allegations. "A retired high court judge led inquiry will be conducted. BJP has been alleging against our government since three days. To know the actual truth, I have ordered this inquiry", he said. "BJP is politicising the issue and our government is ready to have a CBI probe in this issue as well. They want to safeguard their interests of the scam, which took place in their regime in the state. So, we have taken this decision," he added.
