All work and no pay, sounds like BMTF staff's fate for May

About 50 staff members of BMTF may not receive their salary in time if govt delays order for continuance of its service.

The staff of Bangalore Metropolitan Task Force (BMTF) and its chief RP Sharma are going through anxious moments as a further delay in issuing a government order (GO) to allow the organisation to continue could result in them not getting their salary for the month of May in time.

Sharma’s fate in the anti-corruption wing of the BBMP has been kept in suspended animation with reports of the state government planning to wind up the BMTF. In April, the state government had informed the high court that it had no intentions to close down the BMTF.

Meanwhile, the state accountant general wrote a letter to the BMTF chief and the government, stating that there will be no salary for the BMTF chief if the government failed to issue a GO on continuance of his services as the BMTF chief.

According to sources privy to the BMTF, the accountant general had stated on May 16 that the salary slip of the BMTF chief would not be issued unless the accountant general’s office receives a direction from the state government in this regard.

The sources said the state government is yet to issue an order on the continuance of the BMTF. They also said the government used to issue such orders only a month or two after the BMTF’s term expired.

The BMTF’s term, which ended on March 31, 2013, was extended for a year by the government, as it has done in the past.

“If the renewal comes late, the problem will be budgetary allocation,’’ they said. When contacted, RP Sharma refused to comment on the issue, but said he had sent a letter to the authorities concerned to make arrangements for the disbursal of salary for the month of April for about 50 staff associated with the BMTF.

“The authorities have obliged to make arrangements for the disbursal of salary for the month of April. I hope to receive the same response to my another letter requesting for the disbursal of salary to the BMTF staff for the month of May. It would be difficult for the staff to manage if the authorities concerned reject my letter,’’ said Sharma.

Reacting to the state of affairs, civic expert Ashwin Mahesh said denying salary for a person after availing of his services was unethical.

“I think that accountant general can ask for clarification from the authorities concerned but cannot say that the salary would not be given to the BMTF chief if no government order is issued on the continuance of the latter’s service. I am of the opinion that one wing of the government cannot be punished for the mistake or delay of its other wing,’’ Mahesh said.
