Welspun SEZ gives up, seeks de-notification in Ahmedabad

One more special economic zone (SEZ) in Gujarat wants to close down because it sees itself as ‘not viable’. Textiles and garment SEZ, Welspun Anjar SEZ Limited, at Anjar in Kutch district has sought de-notification by the Board of Approval (BoA). This is the eleventh SEZ to shut its doors in Gujarat.

Experts say the culprit behind another SEZ in Gujarat seeking de-notification is the Minimum Alternate Tax (MAT) imposed on these trading zones three years back. More than anything else, it is this tax which has made many SEZs across the country non-viable.

The Welspun Anjar SEZ, which was notified in September 2009, is spread over 109.59 hectares. It comes under the development commissioner of Kandla SEZ who has recommended its de-notification. The development commissioner has stated that the developer, Welspun Anjar SEZ, has requested de-notification on the ground that it was not viable.
Further, the request for de-notification says that the units in the SEZ have been de-bonded and an amount equivalent to the tax or duty exemption availed, has been deposited in the government account.

So far, BoA has granted the request for de-notification to ten SEZs in Gujarat. The oil and gas sector-specific SEZ, Gujarat Hydrocarbons and Power SEZ Limited (GHPS) at Vilayat in Bharuch, was the last one to be denotified. The request of Reliance Industries Limited (RIL) in Jamnagar for partial de-notification has also been granted.

Before that, the textile SEZ by Pradip Overseas near Ahmedabad; Dishman Pharmaceutical’s pharma SEZ near Ahmedabad; Dadra & Nagar Haveli-based gems and jewellery SEZ, Omnibus Industrial Development Corporation; DLF’s IT SEZ in Gandhinagar; Essar’s steel SEZ in Hazira; Strength Real Estate Private Limited for an IT or ITeS SEZ in Vadodara; IT/ITeS SEZ near Valsad by Mexus Corporation; and Engineering SEZ by Gallops near Ahmedabad have all been de-notified.

Till August 2012, 47 SEZs had received formal approval in Gujarat, 32 were notified and 17 were operational.
