Waste not picked up on time in Ahmedabad: Survey

Pilot project by AMC in six wards reveals need for more silver dustbins and also more garbage pickup points

A pilot survey of six wards of the city suggests that there is a lack of punctuality in waste collection. To make the city cleaner, the civic authority is considering the removal of silver dustbins from the streets, and introducing some more waste collection points as well. However, one survey suggests that the city needs even more bins for waste accommodation.

These six wards in the city need more dustbins — Point of Interest (POI) — from where the garbage could be collected. The survey was conducted in Bapunagar, Ghatlodia, Khadia, Maninagar, Nava Vadaj, and Nikol wards of the Ahmedabad Municipal Corporation (AMC).

The civic body had also roped in an external agency  — Urban Management Centre — to help them conduct the survey and  help maintain the existing sanitation level  in these six wards. 

The agency, in its report of the survey, which started in May 2018 and ended in July 2018, marked 3,667 POIs in the six wards and also gave recommendations to the AMC. These POIs will ensure that the waste is collected on time by a door-to-door vehicle.

A common feedback from such areas was that either the vehicle doesn’t come to collect waste or when it does. the drivers are usually reluctant as POIs are not marked at a particular location, the survey said. The main problem which was identified during the survey was the POIs were not marked and remained unserved, due to which the citizens threw garbage either in the secondary bins or in the open.

The report recommended that adding more POIs would solve the issue of littering. 

It identified a total number of 175 POIs which need to be added in the six wards which were surveyed. According to the survey, Bapunagar should get 73 PIOs,  12 should be added in Ghatlodia Khadia should have 21 more, Maninagar should get 31, Nava Vadaj should have 29 and Nikol should have 45 more PIOs.

The average regularity of the POI coverage in these six zones is around 93 per cent. However, it didn’t ensure that waste was being collected from these POIs. During the survey it was observed that the collection vehicle stopped at the POI but did not collect the waste. It merely stopped at the POI for a few seconds to mark itself ‘present’ in the software.

The report recommended revising the penalty of Rs 5 per unserved POI.

The average punctuality of the door-to-door collection in the six wards is only at 32 per cent. Although. there is 93 per cent regularity but punctuality is only at 32 per cent. 

The vehicle does not come at a particular time on a daily basis, because of which the residents dispose their waste on the footpath outside the society or in a nearby secondary dustbin. The report also recommends that the residents of the respective societies be informed about collection timings, which should be strictly adhered to by the AMC.
