The hopes that GST regime in the country is getting streamlined is proving to be a mirage as businessmen and tax professionals fear a chaos with a deadline for filing of GSTR-1 (for sales) ending on Wednesday. They say that there is no way that returns for four months can be filed. They also said that filing of returns has already come to a grinding halt for past two days.

GSTR-1 for July and August were to be filed by December 31, 2017. Following the representation to the government, the deadline was extended to January 10, 2018 on December 29.

However, the government also said that GSTR-1 for September and October should also be filed by January 10. Businessmen and tax professionals are fumed with this dictate. Vaaris Isani, president of Gujarat Sales Tax Bar Association said that GST system is not functional for past two days and not a single return has been filed.

"The window for August returns was opened in the first week of December. There were about 25 days to file August returns. On December 29, the government extended the deadline but said that returns for September and October also need to be filed. It meant that returns for two months need to be filed in just 11 days. How is it possible? GST website is not functioning for two days now," he said.

Inadequate filing of returns means that the government is unable to cross-check sales and purchase bills and so the refund for buyers has gone haywire. No official is ready to take a risk and order refund for businessmen. This has led to piling of refunds.

GCCI recently got requests for refunds worth Rs 275 crore in just three days. GCCI President Shailesh Patwari said that businessmen have no clue what this government is up to.
