Only 33,494 HSRP plates installed after the enforcement

After HSRP was made mandatory for vehicles, only 12.3lakh of 41.2 lakh vehicles installed it

In 2013, a Supreme Court order made High-security Registration Plates(HSRP) mandatory for vehicles. There are a total of 70 lakh vehicles in Ahmedabad city and rural — of which Ahmedabad city accounts for 41.2lakhs vehicles registered with the Regional Transport Office(RTO). Of the 41.2lakh vehicles, only 12.3lakh vehicles have installed the HSRP.

As per an RTO officer, from 2013 to 2018 only 12.3lakh vehicles have installed the HSRP, while the rest is running on roads without it.

On January 5, the state government had extended the deadline of installing HSRP by a month, after lakhs of citizens were yet to replace the old registration plates. The original deadline of January 15 was shifted to February 15. After the enforcement, the Ahmedabad district RTOs were only able to install a total of 33,494 HSRP plates from January 1 till now. Of this, 21,072 HSRPs were installed in Ahmedabad RTO, 5,672 HSRPs were installed in Vastral RTO, 750 HSRPs were installed by Ahmedabad Rural RTO and 6,000 were installed by dealers.

GS Parmar, Regional Transport Officer of Ahmedabad, said, "The pending work is definitely not going to get done before the deadline, as in the past five years, 12.3lakh vehicles have installed HSRPs and there are 28.9 lakh vehicles remaining, which cannot be done in a month.

"The new vehicles coming for registration at RTOs are getting HSRPs installed because if they don't do this, their registration process is put on hold. The vehicles pending are the old ones and can only get the devices installed if the vehicle owner comes to the RTO and we cannot do anything if they are not willing to," said Parmar
The process of getting HSRP installed at RTO is simple.

First, the applicant has to get an online appointment for HSRP plates at their respective RTOs. Once they get a date, they are to visit with their documents and get a backlog done (which is a half an hour process). The officer will allot a receipt to the applicant, the amount on which the applicant has to pay to the HSRP counter at RTO. 

The officer will give you a date (which will be for two days after) when you will have come again to the RTO and HSRP plates will be installed on your vehicles.
