The year 2018 began on a happy note for 26 IAS officers, as the state government promoted them on the very first day.

Three officers of the 2002 batch have been promoted to secretary level, and 23 from the 2005 batch to additional secretary level.

A notification by the General Administration Department (GAD) said that Jai Prakash Shivahare, Lochan Sehra, and Sandeep Kumar, all of them belonging to the 2002 batch, have been promoted to secretary level.

Shivahare is posted as CEO of Special Projects (Dholera SIR & Mandal-Becharaji SIR), Sehra as MD of Gujarat Urban Development Company, and Sandeep Kumar as State Project Director, Sarva Shiksha Abhiyan.

“Their ex-cadre posts are separately being equated with IAS cadre post of ‘Secretary to Government’,” the notification said.

In another notification, 23 officers of 2005 batch have been promoted to Selection Grade of IAS, i.e. to additional secretary level.

The list of officers include Harshad Patel, Vikrant Pandey, P Bharathi, Ranjeeth Kumar, KD Kapadia, KM Bhimjiyani, RJ Makadia, DG Patel, SM Patel, RG Trivedi, NL Pujara, HK Patel, VA Vaghela, and SA Patel.

Nine other officers of 2005 batch, viz. Banchha Nidhi Pani, Shalini Agrawal, KK Nirala, KD Chandnani, MJ Thakkar, CS Chaudhary, GC Brahmbhatt, RG Bhalera, and MR Kothari, have also been promoted to additional secretary level under the “Next Below Rule”, the notification said.

NONE FOR 3 YRS

IAS officers are eligible to be promoted to principal secretary level on completion of 25 years of service. This means that officers of 1992 batch would have been promoted as principal secretaries. However, in Gujarat, there are no serving officers from the 1992 batch. Similarly, there are none from the 1993 and 1994 batches either. The state will not have any new principal secretaries for three years.
