Gujarat set to announce Divyang Policy

This comes nearly 18 months after the Parliament passed The Rights of Persons with Disabilities Bill, 2016

In a bid to ensure that persons with disabilities enjoy their rights equally with others, Gujarat is set to become the first state to announce a Divyang Policy. This comes nearly 18 months after the Parliament passed The Rights of Persons with Disabilities Bill, 2016.

“The Divyang Policy is in the final stages of preparation, and will be announced soon. It proposes benefits such as additional reservation in higher education, government jobs, and allocation in various developmental schemes for people with disabilities,” Kamal Dayani, principal secretary, social justice and empowerment department, told DNA.

As a part of the Policy, ramps will be made compulsory in all public buildings, both government and private, to ensure accessibility for the disabled.

“The Divyang Policy is based on the Bill passed by the Parliament. We have included provisions of the Bill in our Policy,” Dayani added.

The reservation for disabled in government jobs would be increased from 3% to 4%, and in institutes of higher education from 4% to 5%. Similarly, compulsory allocation of 5% under various developmental schemes would be provided for disabled as per the policy.

Similarly, a State Advisory Board on Disability would be set up to serve as the apex policy making body at the state level, while district level committees will be constituted to address local concerns of persons with disabilities.
