The Gujarat High Court on Tuesday directed the state government to form a high-level committee comprising of bureaucrats and health department staff to plan and take the necessary measures for the control of swine flu in the state.

The direction came from the division bench of Acting Chief Justice AS Dave and Justice Biren Vaishnav in public interest litigation (PIL) pointing out the poor state of infrastructure in government-run hospitals for the detection and treatment of swine flu.

During the hearing on Tuesday, Justice Dave said: "As you form SITs (special investigation teams), form a high-level committee under the chairmanship of health secretary to tackle the spread of swine flu as per protocol". The court also clarified that it is concerned about both the preventive as well as the curative aspect of the contagious disease.

This apart, the court also directed advocate KR Koshti, the counsel of the petitioner, to visit the Civil Hospital in Ahmedabad to ascertain the problems faced by patients, especially those suffering from swine flu, in availing treatment at the facility. The division bench directed the advocate to go with an open mind and as a representative of the high court.

The court also directed him to refrain from focusing just on the shortage of infrastructure and doctors. It asked him to garner information on the ground reality of the treatment facilities available at the hospital and the problems faced by them.

The court also directed the government to make sure that Koshti does not face any difficulty during his inspection of the hospital. The bench has directed Koshti to submit the findings of his hospital visit during the next hearing of the matter scheduled on Friday.
