Gujarat govt paves way for wind, solar projects at same site

The state government announced a hybrid power policy aimed at boosting renewable energy. The policy allowed the set up of wind power projects at solar power projects sites and vice versa.

Announcing the Wind Solar Hybrid Power Policy 2018, Energy Minister Saurabh Patel said that it would boost both wind and solar power generation in the state.

"The Policy allows developers to set up wind energy projects at the site of existing solar projects, and solar power plants on land used for wind power projects. This will allow optimum use of land and electricity transmission network. New hybrid power projects can also be set up under the policy," Patel said.

Gujarat, at present, has more than 5,500 MW wind power generation capacity, and over 1,600 MW solar power generation capacity. The government wishes to add 1,000 MW wind power capacity and 2,000 MW solar power capacity each year for the next five years, a senior official told DNA.

The minister said that power generated at the hybrid power projects would be exempt from electricity duty. For third party sale, the policy provides 50 per cent concession in cross subsidy surcharge and additional surcharge. Under the policy, captive power plants will get full exemption from cross subsidy surcharge and additional surcharge, and 50 per cent relief in wheeling charges and distribution loss.

Developers having power purchase agreements with Gujarat Urja Vikas Nigam Limited would be free to sell the additional power generated to a customer of their choice. The policy also allows groups of captive companies to set up hybrid projects, but they would be required to consume electricity in line with their stake in the project.

"The policy will remain in force for five years. However, projects approved under it will be eligible to receive the benefits for 25 years or till the project lasts, whichever is earlier," Patel added.
