Gujarat government to amend Town Planning Act, schemes

The Gujarat government will soon introduce changes to the finalisation process for Town Planning (TP) schemes. The TP Act is likely to be amended soon as well. The government has decided to curtail the chain of processes for finalisation of TP schemes and reduce the maximum period for the same to 12 months. This means that TP schemes will be finalised within a year from announcement.

Chief Minister Vijay Rupani on Tuesday directed Urban Development Department officials to expedite the finalisation process for more than 425 TP schemes pending for over five years. "There are 76 different process in the chain for finalisation of process," a senior department official told DNA. "The government has decided to shrink this to a few processes so that the finalisation of TP can be limited to twelve months, which was 27 months earlier."

The official said the government would amend the TP Act as well so that the changes in the finalisation process were perpetuated. "But that will be done after the pending TPs are finalised so that the same are not affected by the amendments," said the official.

The recent dismissal of a town planning officer for irregularities in the finalisation of TP drafts has made the department alert. The new system will allow people's participation to avoid cases of conflict of interest.

"The new system will have more exposure of people in the process of finalisation through public hearing and making system online. This will reduce the chances of irregularity in TP schemes to zero and interest of land holders are not put at stake," the official further added.

The chief minister also announced that senior town planning officers will be appointed in Ahmedabad, Vadodara, Surat and Rajkot, whereas 70 junior officials will be appointed in other cities to expedite the process.
