Gujarat government's Mukhyamantri Amrutam scheme failed to treat the poor

Base of beneficiaries remained very narrow owing to not following proper procedure

The Gujarat government, in 2012, had launched the Mukhyamantri Amrutam (MA) Yojana with an objective to provide cashless and quality tertiary medical treatment to people living below the poverty line (BPL). However, the CAG has revealed that this MA scheme of the Gujarat government has failed to treat the poor as the state government had a faulty or incomplete database.

The CAG report mentioned that the health department had enrolled only 54.54% of BPL families in the state under the scheme as on March 31, 2017. This happened because the government machinery including volunteers failed to bring the beneficiaries at the kiosk centers for registration under the scheme.

The department did not follow the enrolment procedure and opted for bulk printing of MA cards for BPLs who were already registered under Rashtriya Swasthya Bima Yojana (RSBY) scheme. These cards lacked vital information such as photographs, fingerprints, age, relationship with family members and others. These kind of discrepancies in the system kept these beneficiaries away from availing treatment as their cards were not activated.

The CAG also mentioned in its report that no empanelled hospital was available in 10 out of 33 districts in the state and only four districts had empanelled hospitals for all clusters, which forced the beneficiaries to move to other districts for treatment of cancer, cardiac diseases and paediatric care.

In Gandhinagar, the deputy chief minister Nitin Patel announced on Thursday that more than 2.25 crore citizens of Gujarat would get medical treatment and the government would pay full expenses. The benefits would be extended under the Ayushman Bharat- Pradhanmantri Jan Arogya Yojana.

Talking to media persons, Patel said, "More than 1,700 government and private hospitals will give free treatment to beneficiaries under the scheme. The government will bear 100% expense of treatment within the limit of Rs 5 lakh in a year to a registered family member. The central government will bear 60% while the state will bear 40% of the total expenses."

The volunteers for the scheme, named Ayushman Mitra, will guide people for availing benefits under this scheme. CM Vijay Rupani and deputy CM Nitin Patel will formally launch this scheme in Gujarat on September 23 from Ahmedabad.

CAG observed Gujarat government organised Khel Mahakumbh year by year to identify sports talent in state. But the goal was not achieved as Sports Authority of Gujarat and senior coaches of district in audit was conducted did not ensure imparting further coaching to winners.

Poor mgmt in housing schemes

The government showed poor planning in setting the targets and non-preparation of preferential wait list, so that the state government was not aware of the number of BPL families who remained deprived of pucca house under Sardar Patel Avas Yojana.
