Gujarat government renamed the agriculture department as agriculture and farmers' welfare department last year.

However, the government did not hesitate to curtail the number of budget grants for farmers in the state. The government decreased budget grants of Rs.1,144.37 crore for farmers' welfare for fiscal year 2018-19 as compared to 2017-18. Whereas, the budget grants for labourers has been curtailed by Rs. 131 crore

The state government's revised estimate suggests total allocation of Rs. 9030.52 crore for agriculture and related activities that have been downsized to Rs. 7886.15 crore as per the budget estimate of 2018-19 with the decrease of Rs 1,144.37 crore and that is the fall of 12.67% in comparison between two fiscal years.

The government has revised the estimated spending of Rs. 1,530 crore for labourers and the class has been allocated the grants of Rs. 1,399 with the decrease of Rs 131 crore that is 8.57% fall in the budget for the derived class.

The government has made the allocation of Rs 64,257 crore for social sector in the budget estimate of the FY 2018-19 against the revised estimate of Rs. 61,303 crore FY 2017-18 that is the increase of only 4.82% against the calculated inflation of 6%. An NGO analysing the state budget released a report on Monday that mentioned, "The state government is reeling under water shortage and farmers would not be able to take the crops in the summer season."
