Gujarat: Fee regulation case to be heard in Supreme Court today

On Wednesday, the state government will submit the formula, after having multiple discussions with all the stakeholders

The apex court on Wednesday will hear the much talked about case related to the Gujarat Self-Financed Schools (Regulation of Fee) Act. The Act, which came into place last year, has faced a lot of criticism from different stakeholders as it attempts to regulate fees charged by schools. Since there has been a conflict between the government, schools and parents' associations, on April 24, the SC had asked the state government and the school managements to prepare a joint scheme for activities and expenses incurred. The formula, if possible, should be acceptable to both, the bench had said.

On Wednesday, the state government will submit the formula, after having multiple discussions with all the stakeholders. After the schools submitted their proposal, the state government rejected most of it. The Gujarat government on Wednesday will make a submission in the Supreme Court, suggesting that extra-curricular activities offered by schools should not be made mandatory.

After holding meetings with the schools and parents' associations, state Education Minister Bhupendrasinh Chudasama on Friday met lawyers in Delhi to discuss the formula. Chudasama said that they would be drawing Supreme Court's attention to those schools which have not yet approached the Fee Regulatory Committee (FRC) with their proposals.

"After multiple meetings, we have come to the conclusion that extra-curricular activities should not be forced upon children," he said. The Federation of Self-Financed Schools on May 21 had sent a list of recommendations to the state government. However, the state had expressed concerns over most of the recommendations and shot them down.
