In a big blow to educational institutes, the Fee Regulatory Committee (Technical) has denied fee hike for seven institutes and fixed it at last year's rate. However, it has increased fee of eight institutes after considering their documents.

A total of 14 institutes had expressed displeasure about approved fee after which the court asked the FRC to review its decision.

The FRC, on December 31, declared its final decision by making no change in the fees of seven institutes including Institute of Management, Nirma University, Indukaka Ipcowala College of Pharmacy in VV Nagar, Bhailalbhai and Bhikhabhai Institute of Technology, VV Nagar, etc.

Confirming the same, Jainik Vakil, member, FRC (Technical), said, "We have analysed financial data of all the 14 colleges and have also considered their concerns regarding the 7th pay commission, GST and development of infrastructure. Considering the same and the situation of middle class students and inflation, we have made no changes or approved of any hike for seven colleges. We do not want any extra burden to be put on the students. For the rest of the institutes, we have have approved a hike of a few thousands taking into consideration their facilities."

He added, "Those whose fees have not been increased in no way can claim that they cannot run the college. They can easily function with the fees approved and work smoothly."

The order stated that the fees for Institute of Management, Nirma University has been fixed at Rs 4,76,000 for 2017-18, 2018-19, and 2019-20. However, for Gyanmanjari Institute of Technology, Bhavnagar, the FRC has fixed Rs 70,000 for 2019-20 as against Rs 66,000 for 2018-19.

According to FRC officials, there are 460 colleges across the state that come under its purview. While there are colleges that have demanded reduction of fees, the FRC had increased few colleges fees as per their audits. In all, few colleges went to court to seek upper revision of their fee.

In July 2018, the FRC had announced revised fee for colleges in the state, by slashing it for the academic year 2018-19. Many colleges had suffered at least 20 per cent fee slash whereas one of the colleges suffered 70 per cent cut. The FRC (Technical) had also made it clear that apart from the approved fees, colleges should not charge the students no anything else. Also, the colleges are not allowed to charge more than one term fee at a time.
