Dr Dinesh Parmar, the Congress candidate of Kutch, has a fight on his hands. He not only has the Congress’s past performance loaded against him but also the fact that the party has not won this Lok Sabha seat since 1991. On top of this, Parmar has to contend with the outsider tag. BJP and AAP candidates are from Kutch while Parmar is from Jamnagar.

The Congress is sticking to social security schemes and lack of water as its poll plank. “Kutch is the most neglected part of Gujarat. The Narmada dam that was to provide water here is instead doing so to industry. Another aspect we are concentrating on is poor education. There aren’t enough institutes for higher education. The industries given land here were initially stipulated to hire 80% locals. Later, that was done away with. Industries say our youths are neither educated nor trained enough. This could have been addressed had there been enough ITIs (industrial technical institutes),” said Parmar.

He also talked about UPA’s NREGA, implementation of RTI and loan of up to Rs1 lakh for women entrepreneurs. When asked about Congress’s chances, Parmar said he was confident of making it this time. “The voters will see through the publicity propaganda of the BJP.”  In the evening, around 50 Congress workers took out a rally that wound its way through Bhuj. The loud music attracted curious bystanders and shopkeepers. Parmar waves at those smiling at him, but he rarely waves back.

Regarding the outsider tag, Parmar harps on his ancestral roots. “I know the BJP is saying that I am outsider. But what they don’t know is that my ancestral origins are from Adesar where our ancestors settled around 600 years ago after migrating from Sindh,” he said, adding that they later moved to Saurashtra. “I have come here to pay my debt to Kutch. I know Kutchis don’t see me as an outsider,” said Parmar, also promising to do something about the shortage of water. “Even Bhuj gets water every two to three days. And, where is the development they are talking about,” he wondered.
