Does Centre want Singhal to resign?

Resignation yet to be accepted due to pending inquiry against IPS officer.

Not only the state, but the central government also seems to be delaying the resignation of accused IPS officer GL Singhal. Though the state government had sent his resignation to the Centre for approval, it is yet to happen.

State government sources said his resignation was awaiting vigilance clearance. Singhal had submitted his resignation to the state home department on February 27, this year. The government, however, did not rely on that and sent it for forensic test to confirm his signature, which took a few months to get a clearance from forensic experts.

The accused IPS officer, meanwhile, was arrested and secured default bail, when the Central Board of Investigation (CBI) failed to charge sheet him in May. A bunch of tapes secretly recorded by Singhal and submitted to the CBI revealed the state government’s involvement in suppressing the Ishrat Jahan fake encounter case, thereby complicating matters both for the accused and the government.

Sources, however, said that Singhal was still waiting for the approval of his resignation. But, nothing has been communicated to him by the state government till date.

“The resignation had been sent for vigilance clearance and it could only be accepted after that,” a source said. According to norms, the resignation of an IPS officer can be accepted by a state once the Centre gives the nod.

Talking to dna, additional chief secretary, home, SK Nanda, said neither of the governments had accepted the resignation due to some pending inquiry against Singhal.
However, it is being said that the Centre took an unusually long time to clear the vigilance inquiry, which further delayed the acceptance of the resignation.

A source connected with the Ishrat investigation said that even the central government was waiting for further action from the CBI before it could really allow Singhal to quit.

Sources close to Singhal said that whatever comes his way, he is just not keen on rejoining the police.
