Disparity in compensation to rape survivors in Gujarat, says state government

State says compensation paid as per panel recommendations

The Gujarat government revealed disparity in distribution of compensation among rape survivors in the state in the past two years. The revelation was made through the government's reply to queries by MLAs in the Gujarat Assembly on Wednesday.

Chandrikaben Bariya, a Congress MLA from Garbada, had asked the law and justice minister whether the central government had directed the state governments to pay Rs 3 lakh each to rape survivors from the state victim compensation fund scheme. She had also sought details about incidents of rape reported in the past five years and compensations paid to the survivors. She had wanted to know how many rape survivors were paid less than Rs 3 lakh and why.

However, the state government, in its reply, gave details for 2017 and 2018 only. The government said the scheme in question was implemented after central government circulars, first issued on January 02, 2016, and later on June 30, 2017. The government cited this as the reason for not paying any compensation to rape survivors in 2014, 2015 and 2016.

The government gave details about cases of rape reported in 2017 and 2018. As per the government details, the state paid Rs 1.98 crore to 91 rape survivors in 2017, and Rs 3.20 crore to 158 rape survivors in 2018. However, the government did not reply to the question about survivors paid less than Rs 3 lakh.

If we go by the figures, nine rape survivors in Amreli district were paid least with only Rs 44,000 on an average in 2017. In 2018, 17 rape survivors from the same district were given compensation of Rs 26,500 each on an average, as the government distributed Rs 4.50 lakh only among them.

The government paid the highest compensation of more than Rs 6 lakh each to eight rape survivors from Panchmahals district in 2017 with a total payment of Rs 48.60 lakh. The highest payment of compensation made in 2018 was to a rape survivor from Gandhinagar district who got Rs 4.25 lakh.
