Gujarat Chief Minister Vijay Rupani announced almost two dozen changes in the common General Development Control Regulations (GDCR) on Friday which will be implemented from March 31 onwards across the state. Rupani holds urban development department (UDD) currently, changed the GDCR that were framed nine months back by his deputy Nitin Patel, who had the urban development department in the portfolio in last government.

A Gujarat government official said, "The common GDCR were announced by Nitin Patel after a great brain churning exercise but Rupani, after he took over as CM again, kept UDD with himself and ordered to make changes in existing GDCR."

"Rupani did not like several provisions in GDCR framed by his deputy in last government."

Nitin Patel had announced common GDCR for the state on June 5, 2017.

Rupani, while making the announcement of new GDCR said, "The new GDCR will make cheaper houses in more numbers for common people in the state. This will also bring transparency in real estate sector with ease of doing business. This will also give a major push to employment generation and development of cities and towns in Gujarat." As per the changes, the frontage of a residential unit in the plot will be 3 mts in 60 sq.mtrs plot and 4 mts in 100 sq mts plot. The height of parking area is increased from 2.8 mts to 4.5 mts to develop stake parking.

The side margin in 300 sq mts plot has been changed to 2 mts in every side in place of 2.25 mts. While in smaller plots having total area up to 25 sq mts, there will be liberty in margin space except the road facing area.

Staircase, passage and corridor have been excluded from floor space index(FSI) in affordable housing schemes, while the provision for common plot area size has been increased at 10% of total area of housing colony from 8% so that more space for utility will be available to residents.

THE MEASURES

  • GDCR has taken care of expanding families,  and gave freedom to build upper floor on the housing unit, and 1 mt wide staircase can be built on any side. It includes the front of the plot, up to 100 sq mts area. Double flush in toilets has been made compulsory in place of single flush with the view to save water..
