CCTV to be installed in 2 district court rooms

The Gujarat High Court has decided to install Close Circuit Television Cameras on the compounds of the two district courts. Very soon, the installation work will begin at Surat and Mehsana district courts.

According to sources in the High Court, as part of a pilot project it has selected and court rooms of Surat and Mehsana districts, in which, CCTV cameras will be installed in the court room. This will record the court proceedings. It will record the complete proceedings, which one will accessible one at the respective court's registry's office and even the high court IT room will have access to it.

The motive is to ensure that court functions full working hour and fast disposal of pending cases. Sources said whenever the Chief justice is visiting District or Taluka courts, he personally speaks to judicial officers and asks them to conduct trial for full working hours. Now, installing CCTV will help us in keeping close eye on lower court's functioning.

There are some 22 functioning court in Surat district premises and 20 in Mehsana. In all 42 court rooms CCTV cameras will be installed. The plan is to install minimum four cameras in each court rooms. In total 160 to 170 cameras will be installed and initially each court room will 15 days storing capacity, slowly centralized storage will be build, which is yet to be worked out. Primary estimate of investment is some Rs one to two crores, which may increase as we expand the facilities and may increase numbers of cameras, said sources.

It is very good step in the right direction said Bar Council of Gujarat's executive committee member from Surat, Rameshchandra Shah, he added basically this will build pressure on every one work full time because of which cases will be disposed off faster. This is first step in the direction of online court proceedings.

This step will also build confidence among litigants and can seek information about their case hearing. There is no doubt that if the infrastructure is developed, in future courts'can go online. Where in litigants don't need to come to court premises and give their testimony, expressed Kirit Trivedi, executive member of the Bar Council from Mehsana.

Trivedi added that right now each district court has dedicated two court rooms for the video conference facilities, these are especially, used to record statements and testimony of the accused, so that in all hearings, accused are not required to bring out of jail and that is reducing financial and man power burden on the state. If all court rooms have CCTV cameras installed, sooner or later, each court can be record testimony of accused from jail itself. And in future, when the 4G net is available on net, even witnesses or complainant's testimony can be recorded from their house or will not be required to come courts.
