Call it an election effect but the much talked about damaged roads of Ahmedabad were the reason behind the emergence of the 'Vikas Gando Thayo Chhe' (Development has gone crazy) campaign that ripped off the development claims of the ruling BJP. It might be one of the reasons that the AMC swung into action.

On Wednesday, the AMC has served 38 recovery notices to road contractors for shoddy work. It is expecting a recovery of about Rs 3.5 crore from them, which may go upto Rs 5crore after 10% penalty. The vigilance department of civic body had prepared a list of roads which were badly damaged and their samples were sent to the forensic laboratory for quality test. On the basis of the report, AMC has issued recovery notices to contractors. Seeking reply from them in a week, the notice states why 10% penalty should not be recovered from them. For instance, a road stretch in Rakhiyal was supposed to have bitumen of 6,660 metric tonne, but after laboratory test it was found to be having 1,239 metric tonne of bitumen. A mismatch in material was also found and the contractor GP Chaudhary has been asked to pay Rs 72.97 lakh as recovery.

Irregularities were also found in case of another contractor Akash Infrastructure who had resurfaced a road in Shah-e-alam.

The percentage of dense bituminous macadam was not sufficient, neither as per the requirements mentioned in the tender. There were other discrepancies and civic body is expecting a recovery of Rs19.28 lakh.

Similarly, notices have been issued to contractors zone wise. For the shoddy roads at south zone, two contractors have been issued four notices. While one has been served to Bhagirath contractor, three others to Akash infrastructure.

For bad roads in the new west zone, GP Chaudhary was served one notice, JR Agrawal four and Akash infrastructure six for shoddy work. For roads in west zone, four notices were served to GP Chaudhary and two to Bhagirath. Six notices have been served to Bhagirath for shoddy work in the east zone. ast week, in an action taken report submitted before the Gujarat High Court, the AMC has stated that it had issued show-cause notices to 26 engineers.

It has also filed a police complaint against a contractor for submitting fake bill of bitumen purchase two days back. Earlier, on the basis of primary reports of damaged roads and shoddy work of contractors, the civic authority had blacklisted three road contractors. It had also suspended seven engineers.
