The committee headed by Dr NR Shetty recommended the government to bring all universities under the purview of the Karnataka State University (KSU) Act (Amendment), 2010. The committee submitted its report to higher education minister Aravind Limbavali on Tuesday.
“We have recommended the government to bring all universities irrespective of their discipline — including medical science, agriculture, technical, law, Sanskrit and Veda universities — under the KSU Act,” said Dr NR Shetty, chairman of the committee. At present, universities like the Visvesvaraya Technological University, Karnataka State Open University and Karnataka State Women’s University are out of the purview of the act.
The Shetty committee made suggestions to be followed while appointing a vice-chancellor. Being the head of the university, a vice-chancellor should be an eminent academician with administrative abilities, the report said.
The committee asked the higher education council to maintain and regularly update a databank of eminent academicians to avoid holdups in the selection of VCs. The committee also recommended creating a post of pro-vice-chancellor in state universities.
