Delhi University election posters flout rules

Printed posters by students' outfits seen across north campus, violating set guidelines.

Even though Delhi University Students Union (DUSU) elections are still a month away, posters of students’ outfits are all over the campus in clear violation of election rules and the Delhi Defacement of Property Act 2007. However, university authorities have expressed their inability to take any action as of now as the posters are not candidate-specific.

According to the guidelines of Lyngdoh Committee on students’ elections, candidates cannot deface public property by plastering printed posters. They can use hand-painted posters for campaigning, instead. The guidelines also state action can be only taken against the candidate and not against the parties.

Printed posters of students’ outfits like the National Students Union of India (NSUI) and Akhil Bharatiya Vidyarthi Parishad (ABVP) can be seen in huge numbers at not only north campus colleges but also at ITO, AIIMS flyover and Hauz Khas areas. But since the posters have not been put up by any particular candidate, university officials do not know whom to hold accountable.

“The candidates have not been announced yet. If the parties put up posters of candidates we will take action. However, the police can take action under the Delhi Defacement of Property Act,” said a university official.

Police say that it is difficult to zero-down on one individual for putting up posters on walls and flyovers. According to Sindhu Pillai, DCP (North), police have registered cases against two individuals for putting up posters. “We have been able to catch students putting up posters and registered a case against them. We are running a drive against pasting of campaign posters. We met student leaders and told them that their parties will be held responsible if more posters are pasted,” Pillai said.

Students’ outfits have denied putting up such posters and said action must be taken against erring people. “We don’t put up such posters. In case of any violation by any party, action should be taken,” said ABVP state secretary Rohit Chahal.
