College principals to face new reappointment test

The University Grants Commission (UGC) has a new rule for reappointment of principals in colleges. According to the rule, college principals can be reappointed for a second tenure by the management only after they go through a selection process conducted by an external peer review committee.  

The UGC recently issued a notice to all the Universities about the new rule of reappointment of the college principals through external peer review committee. This review committee will consist of nominee to the vice-chancellor of the affiliated University (committee members will be appointed by Vice Chancellor of University) and nominee to the Chairman, UGC (UGC nominated expert for review committee). Tukaram Shiware, Chairman, Association of Non-Government Colleges, Mumbai (ANGC) said, “From about 750 colleges under the University of Mumbai, 200 colleges probably don’t have a principal yet. Hence our association feels the UGC rule is not feasible as it will create more chaos.”

According to Dr. M.A.Khan, Registrar of MU, there are around 250 aided colleges which have 10 per cent vacant principal posts, and in 500 unaided colleges, there are only 10 per cent seats filled and 90 per cent principals’ posts vacant. Khan said, “Many principals and principal associations have shown disappointment over this new rule. 

Earlier if the principal’s term needed to be extended then the management would publish an advertisement in newspapers, and extend the term of their principals. But now the principal will not get reappointed until the external peer review committee agrees.
