CM 'recommends' official for Bangalore University (BU) post

Varsity's syndicate alone has the authority to hire.

Although law does not give the chief minister a say in the matters related to Bangalore University (BU), the incumbent, Siddaramaiah, has ‘recommended’ to the university’s vice-chancellor that a particular official be given a post.

A pro-Dalit organisation, Samatha Sainik Dal, recently approached the CM with a recommendation letter. The group requested the CM to direct the BU V-C to let C Shivaraju continue as the special officer of the university’s SC/ST cell. Former V-C N Prabhu Dev had appointed Shivaraju on ad hoc basis, but the decision was not approved by the university syndicate. Consequently, the BU called for applications for the post.

Shivaraju approached Samatha Sainik Dal, whose president M Venkataswamy met the chief minister with the recommendation letter. Siddaramaiah signed the letter, inscribing: “Vice chancellor, Bangalore University. Pl. continue him.”

According to Karnataka State Universities Act, 2000, it is the university syndicate that has the authority to appoint people to the university. All appointments and promotions are to be done according to seniority and eligibility. The act authorises the V-C to make temporary arrangement for posts for a maximum period of one year. The government has little say in appointments.

Nevertheless, the CM endorsed the Samatha Sainik Dal’s recommendation letter and shot it off to the BU authorities. The organisation’s president defended his decision of approaching the CM. He said Shivaraju came to him when the BU syndicate cancelled his appointment.

He said it was his responsibility to help a Dalit in duress, which is why he got the recommendation letter signed by the chief minister. BU V-C B Thimme Gowda confirmed receiving the letter. He said he went through it, but would take a call on it as per the law. Noting that the BU has invited applications for the post Shivaraju was given on an ad hoc basis, he said if Shivaraju applies and is found eligible, the BU would appoint him.
